Good Governance in Theory and Practice

This master's thesis offers comprehensive perspective of good governance concept in a theoretical level as well as from a practical point of view with emphasis on the Czech Republic. The objective of the thesis is to investigate the theoretical background of the good governance concept and its basic principles, focused on dealing with the concept in the Czech Republic. The work also provides the assessment of the critical points associated with the good governance concept implementation and attempts to provide the possible solutions to eliminate these points. Thirteen research interviews were conducted with the public administration staff members and the leading experts in the field to analyze the current state of good governance in the Czech Republic. Thematic analysis was utilized for this purpose and results have shown that good governance is not broadly applied yet. Besides the apparent issues such as problems with human resources, communication, politicization of public administration, departmentalism or absence of long-term vision, the key obstacle to implementation of the good governance concept in the Czech Republic seems to be low level of cultural and social standards.
Implementing the "Effective Public Administration and Friendly Services (Smart Administration Strategy 2007-2015)

This diploma thesis entitled Implementing the "Effective Public Administration and Friendly Services (Smart Administration Strategy 2007-2015)" deals with the modernization of public administration, specifically the implementation of the Smart Administration strategy. Part of the work is an analysis of documents related to this strategy, which is supplemented by the opinions of experts on public administration. The main objectives of the work include mapping the prerequisites for the creation and implementation of the Smart Administration strategy. Other partial goals of the thesis include exploring the main theoretical resources of Smart Administration. Last but not least, the goal was to determine whether the Smart Administration strategy was successfully implemented and to draw conclusions and recommendations from the findings. Part of the thesis is a description of the implementation process both at the theoretical level and on the example of implementation of the Smart Administration strategy. To identify the benefits and shortcomings, qualitative expert interviews were conducted between representatives of public administration and other experts. Bachelor thesis deals with the electronisation of public administration (e-government) in the Czech Republic and its practical use, particularly in micro region Hovoransko. This thesis aims to determine the level of implementation and use of e-government by citizens and legal entities in the micro region Hovoransko by evaluation. Evaluation is based on the analysis of the current state of implementation of Smart Administration, its positives and negatives. The facts are verified by a questionnaire survey focused on clients of local authorities of micro region Hovoransko and their attitude to the current level of e-government services.

This diploma thesis is mainly to explain the significance of the document Efektivní veřejná správa a přátelské služby: Strategie realizace Smart Administration 2007 - 2015 2015 (Efficient public administration and friendly service: Smart Administration Strategy 2007 - 2015) in the context of the reform process of public administration in the Czech republic. The author′s point of view is based of the theory of change, strategic managment and modern managment methods in public administration. Author focused on way of understanding the role and the context of the implementation of this document in public administration. Aim of this thesis is a decription and explanation of changes and their comparison with the primary Strategy′s goals. Another goals of this thesis is to understand the context of the implementation of the Strategy Smart Administration with regard to the major actors and events that could affect implementation. These methods are supplemented by findings that were obtained through interviews with experts in public administration area. The use of information systems in public administration - the town of Jičín

The main objective of this thesis is the analysis of the use of information systems at the Municipal Office of the town of Jičín. Secondary targets include definition of standards of the use of information systems in public Administration, characterization of the evolution of the use of information systems at the office in Jičín and draft measures to improve the quality of the use. The theoretical part is focused on search available special scholar resources and valid legislation. The practical part consists of interviews with employees of the Municipal Authority Jičín and its clients, and simultaneously deals with the information systems of the office. The conclusion is formulated on the base of synthesis of theoretical and practical parts.

The topic of this bachelor thesis is Electronisation of tax administration in the Czech Republic. Theoretical part explains the tax system of Czech Republic and the fundamentals of electronisation in the tax administration including the project Smart administration that contains the whole public administration. Practical part analyses foreign tax systems of Slovakia, Austria, Germany and Great Britain. After evaluating foreign tax systems this thesis gives optional solutions for more effec-tive and easier tax collecting process in the Czech Republic.
Governance of Smart Administration

This thesis focuses on strategy of Government of the Czech Republic called Smart Administration and its implementation. Its goals are improving quality and satisfaction of citizens with public services, particularly using information technology. The main goal of this thesis is to evaluate the system of governance. Whole life cycle of the strategy is being analyzed. The practical part of the thesis starts with assessment of the aimed goals and its success indicators. Then the governance system is being analyzed, how the projects are being chosen for realization and what role official authority offices play in this process. The outcome from the analysis helps to design an organizational structure of project office, like the shared center of services. The strategy is also being evaluated using measurable success indicators. There's one real project examined and its goals are compared to the strategy goals to see the compliance and integrity with the strategy. There is also a survey conducted among the project holders with an aim to get to know, how the real projects are being governed, how successful they are, and to see the opinion of the project holders on the existing governance and possible changes. The thesis provides comprehensive overview of problems of the strategy with an accent to missing project management principles.
